What is CE certification?

 

       CE certification means that the basic safety requirements of products that do not endanger humans, animals and goods, rather than general quality requirements. The coordination directive only stipulates the main requirements, and the general directive requirements are standard tasks. Therefore, the exact meaning is: the CE mark is a safety pass mark rather than a quality pass mark. It is the "main requirement" that constitutes the core of the European Directive.

       The “CE” logo is a safety certification logo that is considered a passport opened by the manufacturer and entered the European market. CE stands for the Unification of Europe (CONFORMITE EUROPEENNE).

       The "CE" logo in the EU market is a mandatory certification logo. Whether it is a product produced by internal EU companies or products produced by other countries, if you want to circulate freely in the EU market, you must add the "CE" logo to show that the product complies with the basic requirements of the EU's "New Methods of Technology Coordination and Standardization" Directive. This is a mandatory requirement for products made by EU law.

       (a) Declaration of conformity/Declaration of compliance issued by the enterprise independently. This certificate belongs to a self-declaration and should not be issued by a third-party agency (intermediary or test certification agency). Therefore, it can be replaced by the EU-format enterprise Declaration of Conformity.

       (b) Certificate of compliance/Certificate of compliance. This is a statement of conformity issued by a third-party testing agency (such as Huake Testing). It must be accompanied by a test report and other technical information TCF. At the same time, the company must also sign a statement of conformity.

       (c) EC Attestation of conformity "EU Standard Certificate of Conformity", which is a certificate issued by the Notified Body (NB abbreviated as NB). According to EU regulations, only NB is eligible to issue EC Type CE statement.

 

CE certification mode

 

       Generally speaking, CE authentication mode can be divided into the following 9 basic modes: Module A: internal production control

       Mode A: Intervention of a Notified Body

       Mode Aa: Internal production control, add 3rd party detection Module B: EC type-examination

       Mode B: EC Type Test Communication Products CE Certification Module C: Conformity to type

       Mode C: Comply with type Module D: production quality assurance

       Model D: Production quality assurance Module E: product quality assurance 

       Mode E: Product quality assurance Module F: product verification

       Mode F: Product Verification Module G: unit verification

       Mode G: Unit Verification Module H: full quality assurance

       Model H: Comprehensive quality assurance is based on different combinations of the above basic modes, and several other different modes may be derived. Generally speaking, not any model can be applied to all products. In other words, it is not possible for manufacturers to choose any of the above models to CE certification of their products.

       The self-declaration model may be required to pass the third-party testing agency's Minimal Risk Directive. The EU's product directive allows manufacturers of products with lower Risk Levels in certain categories to choose to perform CE certification in the form of Model A: "Internal Production Control (Self-Declaration)". Products with higher risk levels must be intervened through the third-party certification body NB (Notified Body). For products with higher risk levels, their manufacturers must choose other modes other than Mode A, or other modes plus Mode A to achieve CE certification. In other words, it is necessary to intervene through the third-party testing agency NB (Notified Body).

 

Information required for CE certification

 

       a. Name, trade name, address of the manufacturer (EU Authorized Representative (EU Authorized Agent)).

       b. Product model, number.

       c. Product instruction manual.

       d. Safety design documents (key structural drawings, that is, design drawings that can reflect the crawl distance, gap, number of insulation layers and thickness).

       e. Product technical conditions (or corporate standards).

       f. Product electrical schematic diagram.

       g. Product circuit diagram.

       h. List of key components or raw materials.

       i. Testing Report.

       j. Relevant certificates issued by the EU authorized certification body NB (for other modes other than mode A).

       k. Certificate of registration for products in the EU (for certain products such as: Class I medical devices, ordinary IVD in vitro diagnostic medical devices).

       l. CE Declaration of Conformity (DOC).

       1. Power supply CE certification: communication power supply, switching power supply, charger, display power supply, LED power supply, LCD power supply, uninterruptible power supply UPS, etc.;

       2. Lamp CE certification: chandeliers, track lights, courtyard lights, hand lamps, downlights, LED street lights, string lights, desk lamps, LED spotlights, LED bulb lights, grille lights, aquarium lights, street lights, LED lamps, LED lamps, LED lamps, energy-saving lamps, T8 lamps, etc.;

       3. CE certification of home appliances: fans, electric kettles, audio, TV, mouse, vacuum cleaner, etc.;

       4. Electronic CE certification: earplugs, routers, mobile phone batteries, laser pens, vibrating rods, etc.;

       5. CE certification of communication products: telephones, wired telephone wireless master and secondary machines, fax machines, telephone answering machines, data machines, data interface cards and other communication products.

       6. Wireless product CE certification: Bluetooth BT products, tablet computers, wireless keyboards, wireless mouse, wireless readers, wireless transceivers, wireless walkie-talkies, wireless microphones, remote controls, wireless network devices, wireless image transmission systems and other low-power wireless products, etc.;

       7. CE certification of wireless communication products: 2G mobile phones, 3G mobile phones, 4G mobile phones, DECT mobile phones (1.8G, 1.9G frequency band), wireless intercom, etc.;

       8. Machinery CE certification: gasoline engine, electric welding machine, CNC drilling machine, tool grinder, lawn mower, washing equipment, bulldozer, elevator, hole punching machine, dishwasher, water treatment equipment, gasoline welding machine, printing machinery, woodworking machinery, rotary drilling rig, mower, snow sweeper, excavator, printing machine, printer, cutting machine, road roller, flattening machine, brush cutting machine, hair straightener, food machinery, lawn machine, etc.;

       9. Medical device CE certification.

 

Necessity to apply for CE certification

 

       CE certification provides unified technical specifications for the trade of various countries in the European market and simplifies trade procedures. Products from any country must undergo CE certification to enter the EU or European Free Trade Area and add the CE mark to the product. Therefore, CE certification is a pass for products to enter the EU and European Trade Free Zone national markets.

       CE certification means that the product has met the safety requirements stipulated by the EU Directive; it is a commitment from the enterprise to consumers, increasing consumers' trust in the product; products marked with the CE will reduce the risk of sales in the European market. These risks include:

       Risk of detention and investigation by customs;

       Risks of being investigated and dealt with by market supervision agencies;

       Risk of alleged by peers for competitive purposes.
