In Hong Kong, the Secretary for Telecommunications Authority consulted the telecommunications industry and prescribed the technical specifications of telecommunications equipment in the form of HKTA specifications. Technical specifications are formulated mainly for the purpose of electrical safety, interference prevention, network compatibility and network interoperability. Local certification bodies or overseas certification bodies recognized by the Director of Telecommunications ( hereinafter collectively referred to as "certification bodies" ) may approve certificates to telecommunications equipment that have been approved and meet relevant technical specifications.
The Hong Kong Telecommunication Equipment Authentication and Verification Scheme aims to regulate the identification and verification of telecommunication equipment, including radio communication equipment for use in Hong Kong, and indoor equipment for users connected to public telecommunication networks.

OFTA certification is the abbreviation of the Hong Kong Telecommunications Authority's communications product certification program in Hong Kong.
