The full name of SRRC is State Radio Regulation Committee, which is the State Radio Regulation Committee. In 1998, the National Radio Monitoring Center and the National Radio Spectrum Management Center were merged and unified into the China National Radio Monitoring Center.

In 1999, the Chinese government set a special frequency range for different categories of radio transmitting equipment, and not all frequencies can be used legally in China. That is, all radio transmitting equipment sold or used in China will specify different frequencies. In addition, applicants must pay attention to the specified scope of certain radio transmitting equipment. They must not only apply for "radio model approval and certification", but also apply for approval of China Mandatory Certification (CCC) and/or Internet Access License (MII).

That is, SRRC certification (also known as SRMC certification) can be understood as radio model approval certification.

In order to strengthen the management of imported and produced radio transmitting equipment, all radio transmitting equipment exported to the People's Republic of China, or radio transmitting equipment produced (including trial production) within the territory of the People's Republic of China, must hold the "Radio Transmission Equipment Model Approval Certificate" issued by the State Radio Regulation Committee (SRRC) after model approval of its transmission characteristics, and must indicate the model approval code (CMIIT ID) on the signs of the factory equipment before it can be launched for sale. In layman's terms, only radio transmitting equipment with the approval code for my country's radio transmitting equipment can be sold and used in my country.

At present, some e-commerce platforms have issued SRRC certification requirements for related products. Please pay attention to relevant companies to avoid being removed from the shelves due to failure to provide SRRC certificates in the future. In addition, the subsequent national and local random inspections for model approval and certification will become increasingly strict! Many companies have reported that they have been spot checked by relevant departments.

Micro-power (short-distance) radio equipment does not require SRRC certification, such as toy-type 27MHz, 40MHz remote-controlled aircraft and remote-controlled vehicles, do not require radio model approval certification. However, it is still necessary to note that the requirements of national standard electric toys include Bluetooth and WIFI technology toy products with relevant requirements.

Given that the SRRC testing fee has been cancelled, companies can apply for it for free. Because the application process is relatively complicated, companies should prepare for application in advance. Performing pre-test work can greatly increase the application pass rate! Avoid other expenses incurred or delaying certification time due to failure to pass the test.

SRRC certification fee issue, interpretation of SRRC free policy

According to the latest policy, SRRC certification implements a no-charge standard. After the product test is passed, the SRRC certificate can be used after passing the review. If the test results fail, you need to pay a supplementary test fee. Once the sample test results fail, a re-apply is required: the company submits a model certification application - formally accepted by the state agency - the company pays a deposit to the designated testing agency - product testing. This will cause serious lengthening of the certification cycle, affecting the product's launch.

Simply put, although the application for the new policy is free, the application period cannot be as guaranteed as before. The commissioned testing and certification agency will spend the commissioned service fee to help customers obtain the SRRC certificate in the minimum time.

SRRC certification testing project

The product transmission frequency is different, and the inspection content is also different. The main inspection items include: power, spectrum range, frequency tolerance, bandwidth, stray radiation, etc.

1. The model of the equipment under test should include testing procedures, methods, standards, conditions, test connection block diagrams, special test attachments and recent test reports (copy or copy can be used)

2. If the transmission port of the equipment under test is a non-standard interface, the test connection cable and the cable attenuation value text or chart basis for the test equipment under test are required.

3. If necessary, the applicant unit must send engineering and technical personnel to cooperate with the test.

4. It is recommended that enterprises pre-test the samples before submitting them to the inspection to increase the pass rate of the test!

Schedule and precautions for SRRC certification application

· There will be market supervision spot checks, no factory reviews

· December 4, 2018 - January 31, 2019, self-inspection stage (you can apply to the corresponding testing agency if you do not have a model approval certificate)

·February 1, 2019-March 31, 2019, the first round of random inspections. (Commodities that do not have qualifications can be placed in the cabinet after they have qualifications).

· On February 1, 2019, the system of key categories is equipped with single product qualification management. When launching new products, you need to submit a single product model calibration certificate in the VC system.
