What is SONCAP certification?
SONCAP A new policy implemented by the Nigerian federal government to control the export of unqualified and unsafe products to the country. SONCAP is effective from September 1, 2005, the abbreviation of the Standards Organization of Nigeria Conformity Assessment Programme. SONCAP is a set of controlled products and conformity assessment and certification procedures for certain categories of imported into Nigeria. The above controlled products must arrive before shipment or comply with the provisions of the Nigerian Industrial Standards (NIS) and/or other approved international approvals. The purpose of implementing SONCAP is to protect Nigerian consumers from unsafe and unqualified finished products. Most of the above-mentioned unqualified and unsafe products are imported goods and are sold directly to consumers. The goal of implementing SONCAP is to ensure that the controlled products meet the relevant provisions of acceptable standards and to enable relevant government agencies that have regulatory responsibilities for product quality to manage controlled products.

SONCAP certification process
The two-step process includes: 1. Product Certification: Product Certification; 2. SONCAP Certification: SONCAP Mandatory Certification. The first step of product certification is only applicable to the first export of a specific category of controlled products to Nigeria. Exporters who have passed the product certification will obtain a Product Certificate, which is valid for three years. After that, you can apply for the opening of the "M" form (Form "M"). The second step is SONCAP compulsory certification, which is applicable to a certain batch of cargo before shipment. The SONCAP Certificatie is a statutory essential document for customs clearance procedures for controlled products in Nigeria. The lack of the SONCAP Certification certificate will cause delays in customs clearance of controlled products or may refuse customs clearance and entry. It should be noted that in addition to completing product certification and SONCAP compulsory certification procedures, any other current import procedures must be carried out when the controlled products must be passed, such as pre-loading inspection (PSI). In other words, the processing of product certification and SONCAP compulsory certification procedures cannot replace any other current import procedures required by the Nigerian government. SONCAP provides two issues for controlled product exporters to obtain SONCAP certificates. Exporter determines the choice based on his/her own situation. The first method is called "Suantiated Declaration" and is suitable for exporters whose products are safely in compliance with Nigerian standards and regulations. The exporter must submit a test report and a Request for Product Certification (RFPC) to the Office of the Exporting Countries before the cargo is loaded.
After the inspection report is reviewed and approved, the importer will obtain the product certificate, with a validity period of up to three years, and will be calculated from the date of issuance of the sub-inspection report. After that, before each batch of controlled products is loaded, the exporter must submit a complete request for Shipment Certification and a final invoice to the office. The SONCAP certificate will be issued to the exporter for customs clearance procedures. The second method is called "Unsuantiated Declaration", which is suitable for exporters whose factual basis is a test report (Suantiating Test Report). The exporter must contact the office, which provides the exporter with contact information from an authorized laboratory capable of inspecting a particular controlled product. After the product is inspected, the exporter must submit a test report (Test Report) and a Request for Product Certification (RFPC) to the office. After the inspection report is reviewed and approved, the importer will obtain the product certificate, with a validity period of up to three years, and will be calculated from the date of issuance of the inspection report. After that, before each batch of controlled products is loaded, the exporter must submit a complete request for Shipment Certification and a final invoice to the office. The SONCAP certificate will be issued to the exporter for customs clearance procedures.
SONCAP certification instructions
Huake Testing can issue a safe Nigerian test report such as IEC60950. The product certificate is valid for up to three years and is calculated from the date of issuance of the inspection report. Please apply for a certificate extension before the expiration date. When applying for an extension, please submit a new inspection report to the office. Controlled products that arrive at the Nigerian port but do not obtain the required SONCAP certificate will be denied customs clearance and entry. The importer/exporter will be required to transport the goods back to the exporting country, or the relevant agency will conduct sampling inspections on the goods. The resulting delay and the related costs will be borne by the exporter/importer.
