Customs Alliance Certification (Russian CU-TR Certification)

1. Background
      On November 27, 2009, the heads of state of Russia, Belarus and Kazakhstan signed 9 documents including the Customs Code of the Customs Union. The Russian-Belarus-Kazakhstan Customs Alliance was officially established, which started the first step in the process of regional economic integration. The new member states will be Tajikistan and Kyrgyzstan.
      The establishment of the Customs Alliance has formed a subregional economic organization with a population of 170 million, oil reserves of 90 billion barrels, a total GDP of 2 trillion US dollars, an industrial output value of 600 billion US dollars, an agricultural output value of 112 billion US dollars, wheat production accounts for 12% of the world's total output, and a retail commodity volume of 900 billion US dollars. In order to make trade circulation between the member states of the Customs Alliance more convenient, eliminate technical and regulatory barriers caused by different types of original certifications, and better implement technical specification certification, the new Customs Alliance technical specification certification officially took effect on January 1, 2011 and officially began implementation on January 1, 2012. The implementation of the Customs Alliance technical specification certification integrates the original certification technical requirements of each member state, ensuring that the implementation of unified technical regulations and evaluation models, product certification catalogs, certification certificate forms, and technical supervision and registration are carried out in each member of the Customs Alliance.

2. Certification mark
      Customs Alliance certification, also known as Customs Alliance technical specification certification or Customs Alliance certification, the English abbreviation is EAC certification or CU-TR certification.

      The technical specification directive for customs alliance certification will be officially implemented from February 15, 2013, and the maximum validity period of the certificate is 5 years. It will gradually replace the original certification systems of each member state, such as Russia's GOST-R certification, GOST-TR certification, Kazakhstan's GOST-K certification and Belarus' GOST-B certification, and carry out unified certificate filing management.
      Therefore, for Chinese companies, obtaining a customs alliance certification certificate is the easiest way to open the markets of the customs alliance: Russia, Belarus and Kazakhstan.

      Taking mechanical and electrical products as examples during the transition period, the relevant customs alliance certification technical specification directives that came into effect on February 15, 2013 are: TP TC 004/2011 Low Voltage Equipment Safety Directive, ТР ТС 010/2011 Machinery Equipment Safety Directive, and ТР ТР ТС 020/2011 Electromagnetic Compatibility Equipment Directive. Among them, the transition period regulations for mechanical and electrical products are as follows:
      • Certification certificates (GOST-R, GOST-TR, GOST-K, GOST-B) obtained before September 2, 2011 can continue to be used until the end of the certificate's validity period;
      • Certification certificates (GOST-R, GOST-TR, GOST-K, GOST-B) obtained from September 2, 2011 to February 15, 2013, the validity period of the certificate is mandatory until March 15, 2015;
      • From February 15, 2013, all mechanical and electrical products within the scope of customs alliance certification (EAC certification/CU-TR certification) will be compulsory to apply for customs alliance certification (EAC certification/ CU-TR certification), the three countries will stop issuing their original certification certificates (GOST-R, GOST-TR, GOST-K, GOST-B). If the product is not classified as Customs Alliance Certification (EAC Certification/ Within the scope of CU-TR certification, such as automotive parts, medium and high voltage electrical equipment, they still need to apply for the original certification certificates of each member state (GOST-R, GOST-TR, GOST-K, GOST-B).
      Notice No. 4 of the State Administration of Quality Supervision, Inspection and Quarantine, 2013, "Notice of the General Administration of Quality Supervision, Inspection and Quarantine on the Implementation of New Certification Regulations of the Customs Alliance of Russia, Belarus, and Kazakhstan" has clearly reminded China's export manufacturing enterprises, traders and relevant industry associations to pay close attention to this new measure and take early responses to avoid risks and unnecessary trade losses caused by certification changes.

5. Classification of customs alliance certification certificates
      According to the characteristics of the product and the degree of risk, the customs alliance certification certificates are divided into customs alliance certification certificate COC (left below) and customs alliance certification statement of compliance DOC (right below).
      Each customs alliance certification technical specification directive clearly stipulates the scope of implementation of the COC of the Certificate of Compliance and the DOC of the Statement of Compliance, and corresponding judgments must be made based on the application status of the product.

   
    

6. Certification process for customs alliance certification
1. The applicant submits a certification application;
2. According to the applicant's product situation, the certification agency confirms the certification model and implementation requirements;
3. The applicant prepares and submits commercial and technical documents required for certification;
4. Determine whether sample testing or factory audit is required according to the certification model;
5. Review and supplement the documents required for certification;
6. Issuing certificates;
7. The certificate is registered on the official website.

7. List of documents required for customs alliance certification
1. Information of the applicant (accurate Chinese and English name, address, contact person, contact information, etc., if the applicant's registered address is different from the manufacturer's address, it must be explained in detail);
2. Commercial qualifications of the applicant (business license, organizational code, tax registration certificate, if special production license involves special production license, relevant production license must be provided);
3. Authorized representative information (accurate English and Russian name, address, contact person, contact information, bank account information, etc.);
4. Authorized representative business qualifications (INN certificate, OGRN certificate);
5. Contract documents between the applicant and the foreign purchaser (procurement contract, invoice directly related to the two parties * required for application batch certification*);
6. Information of the foreign purchaser and commercial qualifications (accurate English and Russian name, address, contact person, contact information, INN certificate, OGRN Certificate *Required documents for application batch certification*);
7. Product information (accurate product Chinese and English name, series model, customs code);
8. Product photos or pictures;
9. Product manual (English/Russian version);
10. Product drawings (mechanical general drawings, electrical schematics, hydraulic/pneumatic schematics, etc.);
11. English version of ISO9001 Quality Management System Certificate (within validity period);
12.
