二. The two have different meanings
1. The significance of 3C certification is reflected in the following aspects:
①. The main features of the national mandatory product certification system are that the state publishes a unified catalog, determines unified and applicable national standards, technical rules and implementation procedures, formulates unified logos and marks, and stipulates unified charging standards. All products included in the mandatory product certification catalog must be certified by the nationally designated certification body, obtained relevant certificates and applied certification marks before they can leave the factory, imported, sold and used in business service places.
②. According to my country's WTO commitment and the principle of embodying national treatment, there were 138 products covered by the two systems. It mainly includes wires and cables, low-voltage electrical appliances, information technology equipment, safety glass, fire protection products, motor vehicle tires, latex products, etc.
③. In accordance with relevant WTO agreements and international rules, the state shall implement a unified mandatory product certification system for products involving human health and safety, animal and plant life safety and health, as well as environmental protection and public safety in accordance with the law. The National Certification and Accreditation Supervision and Administration Commission is uniformly responsible for the management and organization and implementation of the national mandatory product certification system.
2. The significance of CE certification is reflected in the following aspects:
①. CE represents the unity of Europe (CONFORMITE EUROPEENNE). Any product labeled with the "CE" can be sold in all EU members and does not need to meet the requirements of each member state, thus achieving the free circulation of goods within the EU member states.
②. The "CE" mark in the EU market is a mandatory certification mark. Whether it is a product produced by internal EU companies or products produced by other countries, if you want to circulate freely in the EU market, you must add the "CE" mark to indicate that the product complies with the basic requirements of the EU's "New Methods of Technology Coordination and Standardization" Directive. This is a mandatory requirement for products made by EU law.
3. The certificate must be issued by a certification body headquartered in a member state of the EU. Since the late 1980s, a number of foreign-invested certification agencies have entered China.

四. Different charging standards
1. The state uniformly determines the charging items and standards for mandatory product certification. The formulation of new charging items and charging standards will comprehensively consider the current charging situation based on the principle of not being profitable and reflecting national treatment, and refer to similar certification charging items and charging standards abroad.
2. The charging standards for CE certification are based on the items to be tested and the institutions selected.
